You should expect low temps around 50ºF and highs in the low to mid 60's. Average rainfall for the month is around 8 inches, but the majority of that can and often does fall during one or two storms (October is the begining of the Pacific Storm Season).

Not sure about the trolley, but all businesses should still be operating. Whale watch season is still about a month or more away.

October is the month it starts raining on the Oregon coast - and this year it hasn't stopped! *Usually* the first half or so of October is pleasant, with maybe a bit of rain. By about the 20th or so, it will be raining.

This year October had about 13" of rain, most of which arrived after the 18th.

whale watching is usually in spring and Dec... its a bit easier to get to whale watching destinations further south along the coast(Depoe Bay/Newport)- mostly because these areas provide easier access to resident whale hangouts. Astoria is on the river and not on the coastline. You might be able to spot them better near Cape Disappointment, WA-just across the river, but no guarentees.
