Maybe the River Cafe. It's supposed to reopen soon.

Try 'The View' Revolving restaurant Just off Times Sq. The name says it all.

Per Se is phenomenal...

another (somewhat off beat) option is to become Members of the Met Museum and have lunch at the Member's Dining Room...best at lunch for a view over Central Park (4 stories up so you get the view across the Park but you're close enough to watch the activity below in the Park - cyclist, walkers etc)

It's a brunch on the weekend which is lovely (we went there for my 50th on a Saturday).

The special dinners on Friday and Saturday night are really good food (we went there for a Friday dinner in late December). The view is lovely in the dark, but not as good as during the day. (Not sure which day your b'day is and what time of year you're going to be in NYC so if it's in Summer you might be there during daylight anyway if you're booking is an earlyish one).

Finally, if you decide to go, book early and tell them it's your 40th...these 2 factors are important in trying to secure a window table (it's lovely at the 2nd row too).

Here's a travel article from TA reviewers about NYC restaurants with a view:

tripadvisor.com/Travel-g60763-c67171/New-Yor…

But I personally love recommending The View Restaurant. We ate at many places during our 7 day visit and it was by far our family's favorite. The View is on the 47th floor of the Marriott Marquis Hotel in the Times Square area. We had a late dinner there one night after seeing a Broadway musical. The View has a wonderful revolving, 360 degree view of NYC which is especially beautiful at night. We loved seeing the lights of NYC against the dark sky. You can see the website's photos at theviewnyc.com/the-view-story/photo-gallery We each got the restaurant's 3 course prix-fixe dinner (fixed price) for $79 each and thought it was delicious.

I read some grumbling reviewers who said it's a tourist trap and the food isn't great. We disagree. And although you can't "taste" the menu, you can read about it: www.theviewnyc.com/restaurant/dinner-menu

You might also be interested in The View Lounge, one floor above the restaurant. It has the same wonderful, revolving, 360 degree view as the restaurant. It has an extensive cocktail list, a dinner buffet (until late evening), a cheese and dessert buffet and a flowing chocolate fountain. No reservations are necessary. http://www.theviewnyc.com/lounge

Even though you don't need reservations for the lounge, you definitely need reservations for the restaurant. You can get them by calling the restaurant at 212.704.8900 or by going to www.opentable.com
