The "festival" is on the Manteo waterfront today and tomorrow. I just walked around the festival and despite being VERY hot, it was worth the time to visit. It has quite a bit of far better-than-average art and jewlery. It has a few of the typical pan flute, leather belt, batik shirt and university print booths, but not nearly as many as at other events since this is a juried show. There was a guy actually working glass with fire (not sure what you call the device which creates the flame) despite the heat, who had interesting pieces and some of the better known Outer Banks artists such as Russell Yrkes are showing. It's worth a visit, but I woldl suggest late in the afternoon or tomorrow morning when it is cooler.
