You can eat at any restaurant in Little Italy and Downtown and be in easy distance to the Santa Fe Depot Station. Either a 10 - 15 min walk or a 5 min taxi ride.
I know what you mean by tea and that you don't just mean the drink. (I watch enough BBC & PBS and have been to England several times :)
If you'd like to be on the water, very close to the station there's Top of the Market which is a nice restaurant with an outdoor patio. Downstairs is the less expensive much more noisy Fish Market which also has outdoor seating (more quiet).

Further down the boardwalk in the Marriott is Roy's Hawaiian Fusion. I like to eat at their outdoor patio.

Also, close to the Zoo (out the 6th Ave & Laurel exit) is Bertrand's at Mister A's. Very short and direct walk from the Zoo in approx 15 min and it's a short taxi ride to the train station, 5 mins or so. They are on the roof of a bldg and have an outdoor patio with a less formal menu then their inside restaurant. Best view in San Diego.
