Can anybody advise if their is an outdoor concert venue close to downtown?

Many concerts are held in the warmer months at places like City Hall Plaza and the Esplanade. Copley Square Park also has some musical entertainment during the summer.

The Harborlights Pavilion, now renamed for a bank, is along the waterfront not far from downtown. It's constructed to look like a huge tent, and it's great to see a show there on a summer night: breezes off the water, cover if it starts to rain, etc!

They have somethign going on at least twice a week and it is all free. Great setting right on the Esplanade. Bring a picnic dinner (unfortunately they don't allow alcohol and it's patrolled) and have fun. There are also little places all throughout the area. Like the post above Copley square is good. Whenever you plan to visit, pick up a copy of Improper Bostonian or Stuff at Night magazine (they are free and all over the downtown area at newsstands). That will give you some ideas of what is going on that week.
