The Kitsap Airporter won't get you all the way to PT. The best way without a car (and not knowing anyone in the area to pick you up) is as described in the PTGuide link above.
From door #2 on the ground level, take the Link Light Rail north to Pioneer Square Station bus tunnel. Walk on Yesler downhill to Alaskan Way and take a right to the ferry terminal. Take ferry across to Bainbridge Island (see WSDOT Ferry Fares for current rates). Pick up the Kitsap Transit bus #90 to Poulsbo. Transfer to Jefferson Transit bus #7 to the Haines St. Park-n-Ride in Port Townsend.
What time do you arrive at SeaTac? The method above is certainly a day-time endeavor.
You can also take Kenmore Air and they will drop you off at the end of Adams Street downtown.

I guess the foot ferry didn't get off the ground again. Wasn't it going to start up one more time, with a new boat?
The Port of Port Townsend was given a grant to purchase a foot ferry but nothing specific has been worked out. The primary stumbling block is operating costs.
There is also a private effort which is mired in red-tape:
The foot ferry project is moving ahead - the port has selected an operator but now needs to have the boat built so anything is something like 18 months away, at best.
I've seen Kenmore dropping someone off between Nifty Fifties and April Fool's. It has been a while and I didn't actually check with them. I could be wrong.
