Any advice on purchasing wine or dining establishments that serve wine?

As small as Payson they have very few restaurants, very unlikely any of them will have a liquor license. You might have to go to Provo to find one that serves wine. Not that there will be many in Provo either. Liquor licenses applications are driven by the demand, of which there would be very little in the Utah county area which includes both Payson, Provo and Orem.

The location Red probably does not have a huge variety. If it doesn't have what you want the closest full state liquor store is in Provo at :

166 South Freedom Blvd
