Stacked rocks on MV roads

What do they call or what does it mean when you see the different rocks stacked up about a foot tall on the sides of the roads in monument valley?

Normally stacks of rocks like that would be called cairns and used to mark trails. However we have tourists out here who think it's cute just to make piles of rocks where ever they happen to be. I'm not aware of any other specific purpose for them at MV or on the reservations

I actually asked our tour guide through MV this same questions. His response the same as RedRox----rocks mark trails or stops and tourists stacked other rocks on top!
