How bad are the mosquitoes in July/August? Is it better to stay at a beachfront place to avoid them?

There are always mosquitos in the summer. How bad they are can vary, depending on weather conditions. They have mosquito control, spraying, etc. However, there have been times when we had a very wet summer (ideal conditions) that they were a problem, despite mosquito control.

On Kiawah, even beachfront homes are built behind the dunes and surrounded by vegetation. Unless you are on a high floor - away from sheltering shrubs and trees - you will experience some mosquitos in summer.
