Late April is a great time to visit. I haven't been to the Keys so I don't know about Duvall St. A few hotel suggestions:

The Elliott House Inn is a 25 room boutique hotel. It is on the National Register of Historic places and is a cool hotel. Definitely within your price range.

The Harbourview Inn is a 4 Diamond hotel that recently completed a million dollar renovation. A harbourview room would be a nice option.

The French Quarter Inn is also a 4 Diamond hotel downtown and is a fantastic place.

All of these hotels are downtown and would all be fantastic for your purposes.

Some people compare Folly Beach, which as a quick drive from Charleston, to Key West as it was 25 or 30 years ago. Otherwise, you will find the city of Charleston more "restrained" than Key West.

Charleston is a larger city than Key West and has a long history and a rich civic life that are less dependent on tourism. Charleston has fabulous restaurants, fun bars, a lively art scene, gorgeous gardens and waterfront, romantic hotels, and historic architecture. The area in and around the market has shops, street vendors, etc., that might compare to some you would find on Duvall Street. However, the market is much quieter at night than is the Duvall St area.
