"cheap" and "best" are extremely subjective words. You could say "closest" to the ballpark or "a good bargain" and I'd offer you a few answers.

Most people say they believe the best bargain to be the Hampton Inn & Suites on Smallman Street. It's got free parking, free breakfast, and is walkable through downtown and to the ballpark. I think it comes in somewhere around $150 (plus or minus) most weekends. If you want to be close, pick the Springhill Suites, Residence Inn, or Hyatt Place - all called "North Shore" hotels.

If you mean May 2-3, that is the weekend of the Pittsburgh Marathon, and you will not find any "bargains" downtown. A quick search shows that the William Penn and Fairmont are already booked and the above mentioned Hampton Inn is $300+ for two queens. I'm guessing with the race and Pirates in town, the North Shore hotels will have similar rates.
