Palace Station is sort of awkwardly located in terms of convenient happy hours outside the hotel itself. The closest of note is probably the 107 Lounge in the Stratosphere.

There are several options at Palace Station itself.
The Charcoal Room Happy Hour Daily from 430pm - 630pm
BBD’s (burger place) has a daily Happy Hour from 430pm - 6pm
Boathouse (asian) has a daily Happy Hour from 400pm - 700pm

I have stayed at Palace Station but only for a few days with the rest of the week at a casino on the strip. The biggest pain is you have to drive or take public transportation everywhere. At least on the strip, you can walk to most places you want to see. The good thing is Palace Station has been upgraded with a movie theater, buffet and pool. OK for a few days but would not recommend if you haven't been to Vegas in 20 years due to location.
