Planning a family trip. Traveling with 4 kids and my parents?? Kids ages 11-18
Rockport has natural beauty, shopping and dining.
The Cape has all that plus bike trails and ranger-lead programs at the CC national seashore. And, if you choose to seek it out ... lots of stuff kids love: go carts and mini golf and trampoline parks and bumper boats and so on and so on.
With 4 kids, I would go with the Cape
Rockport is one town. Cape Cod is 15 towns. As nice as Rockport is, there is much more to see and do on Cape Cod. Tons of beaches, hiking and nature trails, huge variety of dining options. Make it Cape Cod.

I agree that the fair comparison is between Cape Ann and Cape Cod. Here are links to a couple of older threads that talk about things to do on Cape Ann and nearby. They may be helpful in making a decision.
How long are you staying? What time of year? Rockport is part of the larger CAPE ANN and Essex county with the wonderful PEM within reach in Salem along with other attractions. Admittedly I am partial to Cape ANN because, and this is important...I do not want to spend my time driving up and down the Cape Cod highway in the summer. Cape Ann is compact and if visiting in the summer we are the quintessential New England summer ...
