where to go in March with teenage boy?

Looking for your advice. It'll be our 1st time in Florida. Mom and 13 years old son. We are going for a Spring break - last week in March. Is it too early to swim? Basically we are looking for a safe cute downtown with many restaurants, clean beach, some historical places of interest, museums..

First of all, help me decide East cost or West cost? I was looking at Miami, Ft. Lauderdale areas vs. Sarasota, St. Petersburg? Any suggestions? Do we need to rent a car in Florida?

St. Pete has a very nice downtown. It is along the bayfront, with a great variety of cafes, restaurants, and very often, some type of event, or show going on in Vinoy Park. The Dali museum is there also. Though it is on the bay, so you will have a drive to get to the beaches. Just a short drive though to St. Pete Beach. And you could take the trolley between downtown St. Pete and St. Pete Beach if not wanting to rent a car, but you could do a lot more exploring, and visiting other beaches a lot easier with a car.
