Yes. Some of the smaller exits are cash only though. From I-4, the main line plazas all take cash and give change if you are in the correct lane. The cash lanes are to the right like an exit, the Sunpass lanes where you do not stop are the left 2 or 3 lanes.
Yes, you can still use cash throughout Central Florida.
For most visitors, including common routes to/from the airport to the attractions as well as from the attraction to the Port via 528 you can not only pay cash, but also should only encounter manned toll booths where you can get change/receipts as well. There are exits and on ramps in the area which could require a toll which would have to be by transponder or with exact coins in quarters. All the way to the Port from I-4 would be 3 mainline toll plazas. If you have a transponder, you'll be able to continue through all 3 using the high speed lanes. If you wish to pay cash, you'll need to stop all 3 times by following signs to the cash lanes on the right side of the roadway which as said above is a bit like exiting.
Step 1. Consult https://www.sunpass.com/rentalcar to see what your rental car company charges for the convenience of electronic tolling and what happens if you elect to pay by cash but mess it up.
Good to know as my husband has some instinctive draw to the outside lanes!
