In December, average highs should be in the low 70's. However at that time of the year, there's always the possibility of a cold front coming in from the north and the highs could be 10-15 degrees lower. I'd suggest bring some clothes that you could layer if that happens.

As to swiming, if the pool's heated you should be fine.

Last year we had a rare but extremely cold winter. Hopefully we will not have a repeat of that. I have seen years when we could go to the beach and other years when you needed jackets and coats and wouldn't even consider the beach.

Late December marks the period when frost and freezes can happen. The infamous 1989 freeze (23 degrees in Vero Beach) was just before Christmas. Most freezes are short events, one or two nights; last year's persistent cold in January (night after night near freezing and one night of cold rain, of all things) was extraordinary, nothing like it since the 1940s. The weather odds are strongly in your favor, especially since the la niña weather oscillation makes a warmish, dry winter likely.

Swimmable water is a matter of experience and expectations. Surf temperatures fluctuate, but not as much as air temperature. You might expect the water to be from 60 to maybe 67.

Local surfers are likely to be wearing wetsuits, at least vests or shorties.
