I'd say check out Gabriella's on Cedar St. definitely fits the intimate and romantic requirement.
I agree with Gabriella's. The food is top quality and the atmosphere intimate. We ate there last week.
It is quite small, and popular, you will definitely need to make a reservation ahead of time.
This is not exactly near Ocean Pacific Lodge, but just a short drive into town. ABout 9 blocks. The restaurants near Ocean Pacific Lodge, except for the one in the Dream Inn, are mostly on the municipal wharf and tourist/seafood.
The Shadowbrook does fit your description, but it is in the town of Capitola, four exits on the freeway and then down to the water. It sits on Soquel Creek.
I believe both of those web sites have menus posted.
We think the most romantic restaurant in either Monterey or Santa Cruz is Shadowbrook---and the food is good. $80 for two would not include the wine. You would probably need reservations for a Saturday night. When you get there, ask for a table at the bottom level with a view of the creek---worth waiting for! To reach the restaurant, you walk down a winding garden path a few hundred feet.
But, there is also a funicular which you can ride down. Atmosphere.
