It really depends where you are staying and what you plan on doing, but yes, you can survive in Santa Barbara without a car for a week. You can rent bikes and bike up and down the coast or around town, you can also catch their buses to get around.

What $$ do you consider reasonable and do you want it to be beach front, beach walkable, or it doesn't matter?

Without a car you should stay downtown or by the beach. We have a shuttle that costs 25 cents that runs on State St and on Cabrillo St. Here is the website of the shuttle and our local bus system.

From downtown and the beach you will be able to walk or take the shuttle to many of the tourist areas - the wharf, the harbor, Chase Palm Park, East Beach, Ledbetter Beach, the Courthouse, the zoo, the bird refuge, the art museum, State St and Cabrillo St shopping and dining.

You will need to figure out the buses, take a taxi, or have a car to get to the Mission, the Botanic Garden, the Natural History Museum, or Butterfly Beach. Except for the Botanic Garden, you could get to these with a bike.

Destinations that are too far for a bike are Solvang, the Chumash Casino, Paradise Rd, Camino Cielo, hikes in the Santa Ynez Mtns, Lake Cachuma, Cold Springs Tavern, Los Olivos, Channel Islands (for the boats out of Oxnard. Boats out of SB's harbor, go out but don't land on the islands.)

It is a bit of a walk, probably should taxi it, from the casino to Solvang, but I thought you might try the Casino's shuttle to get over the hill to Solvang. It might be free.

You'll want a rental car if you want to day trip to San Luis Obispo, Hearst Castle, Getty Museum, Santa Monica, Malibu.

For beach area hotels in Santa Barbara, take a look at these:

Old Yacht Club Inn - value and romance

Harbor House - nicely appointed rooms

Cabrillo Inn - rooms with a view, looks alright from the outside, average on the inside

These are ideas from when I shopped for hotels for a friend. I didn't look at all the hotels in SB. Of the above I liked the Harbor House and Yacht Club the best.

The cheapest hotels might be:

Motel 6, no pool, very plain

Pacific Crest, pool, very plain

But if you can afford better, go for previously mentioned places.
