Is Uber & Lyft readily available during rush hours, especially in the morning between 7-8am? Is there an up charge during rush hours?

I like to combine my rideshares with mass transit, using the rideshare for that last leg to my final destination.
Yes available in the Great Bay Area. I would guess there might be premiun (Prime on Lyft and Surge on Uber) in the morning though I have not looked specifically. You can try tomorrow morning to see. I will as well if I remember.
Where are you trying to go in or from Oakland? If you are heading in San Francisco, might be better off using BART (our subway/commuter train) to SF and use rideshare to get to BART. Your ridshare will be expensive not only due to possible premium surcharge as above but also due to the commute traffic.

But I would not rely on it for the rural areas quite just yet. I was curious and looked when I was in and around Yosemite a few months ago and there were no cars for Lyft nor Uber.
Lyft and Uber have surge pricing based on localized demand. There may or may not be a premium price during rush hour or any time of day for that matter. It depends on how much demand within a few blocks of you there is at the time of your ride request.
