I don't think you could buy Sim Cards at the airport and, even if you could, they would be expensive.
I can't imagine why you'd need ID to buy the card but in order to fly internationally, you would need to have ID so why would you ask?
Most international countries are very anal about dishing out SIM card and burner phones for security reasons. The U.S. is not so. But lax is not the place to purchase any SIM cards

In South Africa you cannot get a sim (even though they are FREE) without I.D. and if youre a visitor you need a passport

I have the same question. Do they not sell SIM cards at 7-11 or convenience stores, newsagents at LAX? I have a 2 hour layover before heading to Utah and would like to buy the sim as soon as I get to the U.S.
Yes in many countries you need your passport scanned in order to buy a SIM card. In some countries you can't get a SIM unless you have been there for a certain time. They are all different.
Some countries make it so easy for tourists, and others make it so hard! Hong Kong has a fantastic tourist SIM card loaded with value for only around $10, yet you most likely won't even need it because your hotel will loan you a "Handy Phone" - a smart phone with unlimited 3G internet - oh and international calls for free! Amazing.

I will be on a 3 hour layover in LAX on my way to vegas. AT&T mentioned that I can get a sim card at the airport as there are outlets. It's $35 for 3 GB and $50 for 6 BG of data with unlimited text and calls within the US. The validity is 30 days.
