If you were to travel on Greyhound, yes, you would have to change at the border, and perhaps again further south in Mexico. However one of Mexico's best bus lines TUFESA operates both in the US and Mexico, and crosses the border. Their buses are also much nicer than Greyhound. The seats have foot rests, recline further than airline seats, have blackout blinds on the window, a curtain that you can draw around each pair of seats, and small LCD TV monitors. There is a large bathroom on board and usually a place to fix coffee and tea. Some have soft drinks on board.

You will need to change buses further down in Mexico in order to get to PV. Likely at Mazatlan or Los Mochis. It's a long trip!

They have some English on their site, otherwise have a friend who speaks Spanish help you. They also have a local office in Phoenix, (602) 415-9900.
