Leaving Car with Luggage

We are arriving in Mendoza and our plan is to walk the city and have lunch for a few hours before heading out to stay at a wine lodge.

Is it safe to leave a car parked in the city with luggage in it? If we just want to walk about and see the outdoor spaces and enjoy lunch and a few shops is are 3 hours enough?

If we are there on New Year's day will shops be open as it is also a Sunday?

I don't know about New Years day but I think it would be quite safe to leave your luggage in the car as long as it's in the boot and nothing is visible.

if you do so, make sure it's in a secure closed car park

and don't open your boot where you park

make sure whatever has to be in there is put in, then close and get out like there was nothing there
