I can't imagine anywhere suitable to land a balloon (or launch one for that matter) around Sa Pa as they need a certain amount of flat open space.

The only horses we saw in the area were some extremely evil-tempered ponies at Can Cau markets, but they weren't for riding.

I've seen horses grazing near Ninh Binh town. When I enquired about them I was told that their purpose was the same as that for all (and I really do mean ALL) other four-legged animals in Ninh Binh Province - the pot.

As for hot air ballooning, even in the unlikely event that it was offered somewhere with flat terrain I don't think I would have much confidence in safety standards.

Horseback riding is only in Bac Ha or some the remotest villages in Sapa.
