On the main Plaza I am sure, and the casinos next to Hampton Inn/Holiday Inn.

There's sure to be bars open til the early hours. Many young Costa Ricans will spend much of the night with family and head out late to celebrate with friends. You'll be arriving just as the party's heating up!

If you are checking into a hotel, you might see if they will do a sandwich or something. Quite a few places will not be open and most local restaurants (I exclude big macs etc) close after 9 or 10pm anyway - which is when you are likely to exit the airport.
