Seen as part of the “heritage” of Mumbai, these buses are now mostly restricted to a few routes mostly around south Mumbai.
124 double-decker bus from Worli Naka passes through Bhendi Bazaar, Pydhonie Street, Kalbadevi, swadeshi market, Nagpada and Crawford market to Colaba.
Amid talk of these buses being phased out, the BEST has assured that there is no such plan. Today there are 122 buses running, and BEST says there will be no further reduction in that number until 2019-20.
There are special heritage routes on Saturday and Sunday in the evenings from Apollo Bunder near the Gateway of India opposite the Yacht club. These are approximately one hour rides and the open upper deck is not assured unless you buy the tickets first. Regular buses are also available of which you can take a ride on #137 or #138 which depart from CST Bus Stand and go towards Colaba via Nariman Point and Marine Drive. Earlier #123 used to go from Tardeo to Colaba via Marine Drive but now only single decker buses operate on that route.
More information on the open deck bus which runs at specified times on the weekend.
If the timing does not suit you, just go to the BEST bus stop in front of Museum (near Regal theatre). I am sure you will get any number of double decker buses there.
Double decker buses are a dying breed in Mumbai. Travel in them when you can.

Hi,
You can take bus No. 123 - from Churchgate to Girgaum Chowpaty or 138 from CST Railway Station travelling towards Colaba. Regulary double decker buses operate on this route.

As I mentioned earlier #123 is no longer running with double decker buses otherwise it was the best view from the front seat of the top deck.
Thanks Astroaadil for the update. Despite being a Mumbaite, have not travelled by bus for a long. However 138 is still operational because I last it last week near Churchgate Railway Station.

Thanks carlinkmumbai, that's exactly what I mentioned about #137 & #138 from CST to Colaba.
