There is an atm but its not easy to find. Somewhere behind the souvenir market.

I saw one ATM in the whole town and as mentioned it is not easy to find. It was also broke the entire time I was in town. Would advise you bring the cash you need to town with you. Most restaurants and some stores will take plastic but I always like to have cash on hand for merchants and tipping

There is a second ATM that does not charge the withdrawal fees as BCP does. As you cross the Presidente bridge toward the souvenir market, take a left away from the market. It is about a block away, on the opposite side of the street from the river, with a red and white sign. Caja Municipal de Cuzco. You can actually see it from the bridge,

I saw two ATM's while I was there. One was not working but the other one was. They were both fairly easy to find.
