There are boat excursions inside the park
The entrance ticket includes:

Cars are not allowed inside the park. You either park at Skradin and catch a boat to the park, or park in Lozovac and catch a shuttle bus to the park, both included in price of entry ticket.
Once inside the park, there is optional boat tour that takes you to island of Visovac and you could continue to Roski Slap (fall). I highly recommend it if you have time. That boat tour takes about 4 hours if you want to go as far as Roski Slap.
It is better to have a car anyway, as then you could visit other amazing places along the way such as Primosten and Sibenik. You could also stay away fro the Plitvice park entrances. It get striker without a car.
