Actually if you are a tourist you will not be allowed by the airline to board your flight from Canada. Having an onward ticket is a must and airlines are very strict with that.

The airline knows the regulations and will be responsible for bringing you back to Canada if you are refused entry to PI, therefore you must have an onward ticket which will be checked in Canada when you check in. However you could buy a promo ticket very cheaply from Manila to KL, Taipei, sometimes for $50, and you can show this when you check in.

Cebu Pacific, Jetstar, Air Asia all have promo fares out of PI to neighbouring countries.

To be fair, if I will visit Canada as a tourist I am also required to have an onward/return ticket otherwise Air Canada or its codeshare partners will not issue me a boarding pass.

Are you a

- A holder of a permanent resident VISA for the Philippines such as 13a

OR

- Filipino

OR

- Former Filipino

OR

- Married to a Filipino?

For the first 3 the answer is YES. For the last the answer is also YES, so long as you enter the Philippines with your Filipino spouse.

If you are just a tourist, get your self an onward ticket. It doesn't matter where to. Just so long as it is a valid ticket to depart the Philippines. If you are seeking a cheap ticket, a good place to start is Air Asia from Manila to Kota Kinabalu. Sometimes as cheap as CAD $50.

Yes they can but that is not the question.

They are asking about a one way ticket. And for most people the answer is no and for the Canadians who can enter on a one way ticket, see my post number 5

Having a Canadian passport is not enough. For the requirements which were highlighted in the replies above please read FAQ #9, 10, 11 &12 -> http://immigration.gov.ph/faqs/travel-req

so if he wants to skirt around it, he should for example, buy a ticket from manila to vietnam to "show" that he plans to leave the country after x days.

Correct! This onward ticket rule is also applicable to Filipinos. Just like Filipino tourists and including those who would be TNT, they can't leave the Philippines with just a one way ticket even if they will just visit nearby destinations like Hong Kong, Singapore, Malaysia etc.
