Tour Company charging for Visa's?

Do tour companies charge for some type of visa? I will be arriving by cruise ship in St Petersburg later this month and have gone through the process of creating a private tour for my family and I. Included in the tour price was a "visa" fee. I told the company that I did not want to purchase a visa since I would be with their guide at all times. I was told this was a visa for the port athuority. It is only $30pp but with seven of us it really adds up. Is this a legit charge or are they just adding charges in. Two days of touring is over $2000. It seems high, but maybe I am just cheap! :-)

The price per person of $300 with an individual service is not expensive - compare it to your cruise group rates!

Visa-free arrangements - formally free - also costs as your arrival and passport details are to be provided to the border guards, formally registered with them and filed to port authorities (quite time-consuming operation, believe me)
