I have never seen a meter in a taxi in Russia. Yes, you have to agree on a price before the trip. Yes they can cost quite alot, but you can get them down in their price by quite a bit if you are willing to haggle. Moscow is not New York, but there are many taxi's. They are very easy to find near train stations, airports, and tourist areas. Any hotel can order one for you at a very small cost.

There are taxis with meters, but they are somewhat rare. If you do see one, however, don't let them put you on the meter. You should still settle the price before you get in. If he won't set the price, and if you have any other choice, then don't go with him. I learned this the hard way, shortly after moving to Moscow.

As AIM says, however, you can usually get a reasonably-priced taxi on just about any busy street in the center. The drivers are opportunists. If you are in a popular area, where lots of people want taxis, the price will be higher. If you are in an area, where you have no other choice, the price will be higher.

What do you think about private motels?

Not recommended. For they usually do not do a proper guests registration according to Russia`s immigration rules for hotel guests and tourists. And usually tourists (with no proper stamp in the passport) are a target to sudden document check (by police) anywhere. Especially if you do not look like Russian. Once my Argentinian friend paid about 300 USD (twice) to a police officer (a bribe) for staying in one of these private motels. I easily explained him the simple fact that if he pays for the normal hotel stay he could actually save money.

The taxis with the meters are the most expensive, more than NY. "Chyastniki" or Tajik private cabs with their small dark cars are the way to go. They are pretty safe (just have a cell phone with you) and they are cheaper.

ALWAYS ALWAYS ALWAYS negotiate the price beforehand in rubles.

As you don't know the city, do NOT let them dictate "x rubles for the first 10 minutes and x rubles per minute after that." Moscow is very confusing and none of the cars have maps in them so the driver can screw you up that way.
