Nara City is almost a must I would say if you are going for a 11 days trip to the Kansai Region. There are astonishing sites inside Nara City like Todaiji Temple as well as quietly impressive Horyuji Temple outside of the city. Both are world-class historical heritages.

If in Spring, in Nara Prefecture, Mt Yoshino's cherry trees are wonderful.
Kyoto alone has enough to keep people entertained for a week.
At least 3-4 days are recommended for a pleasant visit to Higashiyama, Arashiyama, and Kinkakuji/Nijo areas plus to suburban Kyoto sites like Ohara and Takao.

Omi Hachiman between Kyoto and Hikone has nicely preserved merchant townhouse corner. Not so many locals even know this.
Also in Shiga Prefecture, there are historic Ninja House and Village in Koga (Koka) town slightly off the Tokaido Mainline but which can be combined with a visit to Hikone and Omi Hachiman. Doing Shigaraki Pottery town together would be a bit too much for one day, but it is known for adorable Tanuki raccoon (guardians of drinking establishments) holding bills and sake bottle.
