Its about 15-20 minutes center to center. Songtaews (pick up trucks with seats on the back) provide a regular service for a few baht.

As Dragonc has mentioned. There are also public buses but they can be crowded and stop a lot.

Taxi cars are readily available in both.

If you plan going to the Outlet Mall perhaps get a car+driver for the morning or afternoon and add in other places.

They can take you to see Pleunwan which is a small old fashioned area with small little shops, lots of 'old fashion' 1920's - 60's memorabilia and things, worth a stop for 20 mins, then together with the mall add in Wat Huay Mongkol - Photo : http://twitpic.com/19h1xa

which is a major attraction to see and then perhaps do lunch along the main beach road in Cha Am.

Instead of taking a car+driver ( taxi ) just for one place it works out cheaper if you have them for either a whole morning or whole afternoon ( even a whole day though that would be if you wanted to visit the Old Hilltop Palace in Phetchuri plus see other things ).

I am not sure but a car/taxi would be around B 250-300 range just to go A-B, perhaps 500 for a fair amount of waiting time, so getting one for a morning or afternoon (guessing here perhaps 600-750) makes sense.

Just to add along the main north-south road in Hua Hin that goes all the way to Khao Takiab south the fare on a Songthaew is flat 10 baht per person, so is cheap, but daylight hours only. Ideal going to and from Hua Hin Market Village ( the large shopping mall )

Ding the bell to get off any pay 10 baht per person to whoever is in the front seat - easy. To stop one along the road just wave done.
