Dubai Taxi is very safe, and monitored and controlled by government authority, hence there is no hunky punky, its not the individual who run the taxi, its a company, so regular scam such as meter doesnt work, or switching off the meter, or misbehaving does happen.
regular taxi is much safer than UBER .
upon arrival in dubai, once you exit the arrival hall , look our for the taxi area, you will see cream color taxi, which is regular taxi, you can go there and there will be a team member who will assist and guide you.
and thee is black lexus/tesla which is premium taxi and the fare is high.
Hala taxis on the careem app by far the cheapest option I found personally.
Definitely agree with Jessil, local taxis are the way to go. They have a coloured roof so you cannot miss them and as soon as your in the car the meter is visible and the tracking of the vehicle starts.
You can pay cash or card too, whichever you prefer and in terms of there availability, there is always a good amount available from most places.
Local taxis via Careem are safe and least expensive option. We found when we visited in late November that during peak periods they could be hard to get on the app. During those times we used Uber which was more expensive but was always a Lexus car. Ubers seems to be available within 5-10 minutes.
Taxis are very cheap compared to other cities we have visited but we spent more on taxis here than any other city. Dubai is so spread out and the metro is limited so you end up taking a taxi more often.
