No. It's notoriously difficult to get permission to take a hire car across borders in the Balkans. Albania completely kills it.
Bulgaria is in the EU and the most developed and rich country out of those mentioned. Regulations are very different for countries in the EU and countries not part of the European Union. These countries may seem close to each other but they are totally different and regulations and laws arent universal for them. Especially if you rent a car from Bulgaria, you cannot rent a car and cross borders easily, let alone if its countries that arent in the European union and considered third world by EU rental car companies and not only.Edited: 6:52 am, June 07, 2017
