Never heard of Scuba diving in Peru unfortunately, at least not in the Pacific. I think some swimming pools offer classes.

You can do some fine diving though in chilly waters off the Ecuador mainland, at a protected site called Isla de la Plata. Isla de la Plata is part of the park system, and is often called the Poor Man's Galapagos. June-September is whale-watching season (humpbacks), though I've seen them the last two Octobers as well.
