If you take a tour and do not have the proper hiking gear- can you still see enough to make it worth the money, thank you
Even with the proper hiking gear, the volcano doesn't always make an appearance. Mornings have a better chance of views.
You can walk around the small lake, get some birding in, and take in the park on the flattish páramo surrounding the volcano.
If you only want to catch sight of the volcano, you can do some from several vantage points around Quito fairly easily.
We did the drive into the park and saw the whole volcano and it was spectacular. It was cloudy when we went inside the park, but as we kept driving through it cleared up. Amazing. We were there at 8am. The thing is we couldn't find the lake (and then later found a small sign on our way out). Note the roads were paved for just a bit and then it became bumpy...
