That would depend on your interests and preferences. What do you want - beach resorts, historical and cultural sites, nature, etc? Changi airport is an aviation hub well served by many airlines both LCC and full service. So arranging a 3 - 4 days excusion, is not a big problem. Just do a search in the search box by inputting "side trip from Singapore" or any other variations to get some ideas. Here is a thread to start you off.
Because Singapore is just a big city, I would suggest either the beaches in the east coast of Peninsula Malaysia (3-4 days is just about right), a Koh Samui in Thailand.
You could do Bali but 3 - 4 days is not long enough - except to get a gist of what the island is about.
Or you could try Borobodur in Indonesia (if temples are your thing)....
It really depends on what you would like to do. If you want to experience another city, then try Bangkok? Singapore is different from most cities in SEA.

you could visit Batam Island itself , which is only about 45 minutes by ferry .
tho no place of interests there but the prices (food , goods , stuffs , massages , spas , etc) are all ridiculously cheap . that is given you go to the right place .
Sounds like you are using Singapore as a base. Here's a list to think about:
b) For cultural experience - Bali gives you that plus some nice beaches.
c) For historical buffs - Siem Reap (Angkor Wat), Ho Chi Minh, Yangon.
You should shortlist your interest area, otherwise all panelists will find it tough to answer this properly.
