Taxis are all metered so no bargaining is necessary. Go for a regular taxi instead of a limousine taxi (black or white colour) if you are price-sensitive.

A lot of cars is available anytime.

the grab app requires you to login, but I have seen terminals are hotels and some attractions for you to make a Grab booking.
does grab require a local SIM card? I’ve used Grab and Uber overseas with my account (which has my SG number) without issues, so I think you do not need a local number. But I already had my accounts set up here, so maybe that is the difference.
