is it better and cheaper to book hotel when already in phillipines or b4 arriving?

Generally, if (1) you are traveling outside of super-peak dates when hotels may be fully booked and if (2) you are flexible on what accommodations are acceptable (e.g., don't need to book several rooms in same hotel to keep a group together, don't need to book rooms in some particular hotel, are a bit flexible on location, are a bit flexible on upscale vs. downscale compromises, etc.) you will probably find a better deal by showing up without a booking and looking around for the best available deal.

If you plan to stay for more than a night or two, a reasonable compromise between booking in advance and showing up with no booking is to try to identify the best price/ vs. facilities vs. location compromise before you travel book, a room there for athe first one or two nights, drop your bags there on arrival, and spend some time shortly after arrival going from hotel to hotel looking for a better price vs. facilities vs. location compromise for the rest of your stay. You may end up staying at the hotel you originally picked, and they may give you a better per-night price than you originally negotiated with them before showing up in order to keep you with them for your entire stay.

the condotel i stayed in makati had the same rates online and/or if you just walked in, that was in december.

by mid january, the rates have dropped but i dont think it was reflected in their website.

so timing is still essential, but during peak season i think the only advantage for booking ahead is your assurance of accomodation.

If you have 5 or 4 star hotels in mind who quote in US$, their walk-in rates are generally higher than internet rates. Note that foreign guests are usually billed higher than local guests. Hotels have travel agents who enjoy volume rates and at times offer lower internet rates than what you would pay when you walk-in.
