See article below! It is confusing as it says this boat service is now allowed as more tourists arrive late, after 10 PM. Later it says that the Coast Guard is not allowing boats to sail after 10 PM!!!!!! And in the same article it says this boat service is 24/7.

A mess - but not surprisingly with the state of the coast guard.

Important: soon such a service will be available

The Philippine Coast Guard (PCG) has officially announced that it will be opening to the public 24/7 the sailing of boats coming to and from Boracay Island.

PCG-Caticlan Lt. Commander Jimmy Oliver Vingno said only fast crafts will be allowed for the 24/7 rides as boats are only allowed until 10 p.m. The PCG has opened the 24/7 rides as more tourists are now coming after 10 p.m. because of the summer season.

"Based on the Certificate of Public Conveyance (CPC) given to the motorboat operators, they are only allowed to sail before 10 p.m.," Vingno said. The PCG also prohibits passengers for a chartered boat for security measures. The Department of Tourism had noted a nine percent increase of tourist arrivals in the month of March.

I think that move of PCG is good. From my understanding outrigger boats are not allowed to operate beyond 10pm while those fastcraft are allowed to operate 24/7 maybe because only those big boats have navigational aids that allow them to operate even at night.

we crossed late at night in the montenegro boat, as noted, no outriggers were allowed.

I once arrived in Caticlan at about 2:30AM on a ro-ro from Roxas, Mindoro with 10 or 15 other Boracay-bound passengers. We all crossed direct to the Cagban cargo terminal on Boracay on a banca sailing from the beach between the Caticlan jetty port and Tabon, arriving on Boracay at about 3 or 3:30AM.

So called locals do not use the jetty port. They use bancas at any time of the year and land at the Manoc Manoc Cargo area or Bulabug under the watchful eyes of the various security agencies.
