Hi!

To dive in Tubbataha, one usually takes a dive cruise. You can do this from Manila or from Puerto Princesa. (FYI: Tubbataha is a long distance from Pto. Princesa, as it is in the middle of the Sulu Sea. Taking an organized/lie-aboard dive cruise is the usual way to be able to dive there.)

You can inquire from Island Divers (which is a Puerto Princesa-based organization and is the website indicated above) or try other Manila-based dive operators (such as Tristar).

However, I hope you choose a dive operator which complies with park rules and regulations... (Tubbataha is a Protected Area and so there are important rules that divers there must follow.)

Yes there are. Both in Puerto Princesa Bay and Honda Bay. Better contact ISLAND DIVERS (a Puerto-based diving school) for more details. (I'm sure you can find their contact details on the net somewhere.
