It says in this article that building will commence in the later part of 2013 after the other airport renovations are complete.

Lou_and_Paul, the article you have linked to appears to be primarily discussing the long speculated and many times announced new airport in the Buleleng area of northern Bali.

Recently there was talk it had been abandoned as one of the reasons it was originally proposed was that DPS lacked a diversion airport for heavy aircraft.

If the DPS facilities became unavailable for some reason aircraft need to divert to an appropriate nearby alternative airport. That is SUB (full international airport capable of handling up to 747 aircraft) JOG (short runway, international facilities), or nearby AMI on Lombok (short runway,international facilities).

Trouble is SUB is too far away and AMI was too small for larger aircraft JOG is both too far, and too small.

The opening of the new Bandara Internasional Airport (LOP) on Lombok with it's longer runway and wide bodied aircraft capacity was meant to answer the needs of providing a nearby and suitable diversion airport for DPS on Bali.

DPS has expansion problems, driving the runway further into the sea is impractical, expensive and environmentally troubling, lengthening in the other direction requires the building of a road tunnel and has other complications, and to provide a second runway there is not feasible.

Building another airport at Buleleng has questionable virtue, the central government is also trying to divert some of the attention away from Bali and to other Indonesian destinations, both to reduce the sustainability burden of tourism upon Bali and to assist in developing other regions as destinations for international visitors. That Buleleng airport proposal has a long and checkered history.

Your string does not possess a length, but by the act of measuring it you create the length.

May 2013 was the deadline set for completion, and the boards surrounding the development proudly declare "Opening 2013". Even huge building and development projects in the West can develop slippage in their timetables though, so I'm not convinced this date is set in stone.

Somewhat like the string mentioned above, the credibility of this presentation should probably also be measured from the middle.

There is quite a lot of project detail there and some very attractive CGI presentations of the new terminals.
