There are many agencies offering prearranged VOA, without pushing you to buy any travel arrangement. Normally they charge US$ 60/ person ( including visa fees ).
That's correct.
I'd get your visa before you go.....The goal posts keep being moved and I personally would prefer to be well prepared well in advance. Peace of mind.
There have been plenty of posts on this and the LP forum where travellers have had problems with visas arranged for them with a third party and then finding they are expected to use them for touring and guides.
Please let me know the best way to get a visa to Myanmar for two people one with a Thai passport and the other with a US passport. We would be traveling from Thailand to Yangon on March 6 returning on March 8 for a short vacation. We are looking for a hotel for both nights in the THB$1500 range. Are there short stay packages that include flights, hotel and visa?
