No permits are required to fly to Dawei, you'll have no problems at all. I'd certainly try to organise the flight through a travel agent though. Firstly, it'll be cheaper & secondly, the flights are sometimes sporadic. Air Bagan is the only carrier that fly this route.

The only chance is to fly to Dawei ( Flight details asking to lacal travel agent before 2 month ahead )
- The best guest house is Pearl Akari ( Queen of pearls ) , Quiet compound ,
The best seafoods , pretty cool beer , nice garden
- Walk around the town ( all sites are walking distance , except Maungmagan
beach and the most elegant reclining Buddha )
- Connection flights or express boat trip to Myeik are possibilities
Problem to Dawei is only flight. You need extra days just to prepare for it. Only when you are on board , you can say Oh! you are way to Dawei or back to Yangon.
The flight is chartered by native and they change the schedule any time. Even in very last minutes , they change . As per the schedule , passengers waiting at the airport and last minutes , they will announce that plain divided to other Myaik or Kauthaung because there is more passenger. They will ask you to come back tomorrow.
So, prepare for the one or two extra days for just in-case.
There is one guest house come out and better than Pearl Akari but I forgot the name. Good things about Pearl Akari is they are the one who chartered the flight and you will know all the information about your flight . If you stay with them , you will get more chance , in-case, the seats are difficult to get .
I visited Dawei last year on business trip. Must agree that getting flight in and out of the town is a big headache. We were supposed to fly directly from Kanbauk (50km north of Dawei) to Yangon but somehow the plane was diverted to Dawei first to pick up more passengers there before flying to Yangon. Hotels very limited save couple of rundown guesthouses. Dawei is a cowboy town, dusty and hot. For a breeze and fresh air, Maungmagan beach is about 40min drive, but deserted.
