Ive read on google that they have a city wide free wifi network.

Does the network work well ?

I use it frequently. It works fine. You also have free WIFI at cafes.

Sometimes! Many times in Tel Aviv it shout down on my phone because the signal was not strong enough.

Had free wi fi at the Hilton so it wasn't a major issue for me.....

My experience is that it works but at times can be painfully slow. Depends on where you are.

When I was in Tel Aviv in March, there were indeed a few free Wifi spots, marked with signs (this was along the beach), but it was far from a contiguous network, and the couple times I tried it was very slow. Great promise and potential, but temper your expectations and don't expect blanket 4G-like overage.
