Tel-Aviv never "shuts down". Friday night is the big night for pubs, clubs and restaurants. You can go to the old Port area in north Tel-Aviv (not Jaffa) which has been developed as an entertainment area.

On Saturdsy you can take the free walking tour of the Bauhaus area (11 AM - Rothschild Blvd corner Shadal), you can visit the Tel-Aviv museum of Art or you can go to the beach and walk along the promenade.

Most of Jaffa is closed on Saturdays, including most of the restaurants so I would not suggest that for Shabbat. However, you have already been given a list of tours, museums and areas that are open and hopping with activity.

Sorry, but much of Jaffa is open on Saturday, including most of the restaurants. The flea market is closed but the Visitors Center and the Ilana Goor Museum are open and you can walk around the Old City and Port - there is an antiques market every Saturday and art exhibits in the renovated warehouses.
