Depending upon which part of Jaffa Road you are on, the cheapest I can think of is the Karta parking lot by Jaffa Gate. It costs 50 shekels per day. You can then walk or take the light rail up Jaffa Road back to your apartment. You could also ask where you're staying about nearby parking.

82 Jaffa Road is very near the Davidka (corner of Hanevi'im Street). You can take the light rail from City Hall station (that's the closest station to the Karta parking lot) to the Davidka station. From the parking lot you need a train heading towards Mount Herzl.

Blue&white??? this is free only during Saturdays and holidays. You have to move your car tomorrow (Tuesday April 2nd) at 0700 or 0800, check at the beginning of the street. The fine can be quite heavy, or the car might be towed.
