Money changers

I understood that money changers can give you a fairly good rate (better than banks). I am looking to change Rupees back into USD - is it possible to bargain with them at all, or is the rate the rate and that's that ?

Is there any specific area in Colombo where there are more moneychangers ?

There are several money changers in Fort area.

Not quite sure whether they are allowed to sell foreign currencies or that can only be done at the bank counters at the airport - provided you have receipts for changing into LKR.

I changed Lankan Rupees back in to USD at a shop called Devi Jewellers in Fort Area. There was no bargaining but the rate looked pretty good as compared to the airport counter. This article has info on Devi Jewellers: desiyatri.com/2012/08/best-money-changer-in-…
