The kind of place you are looking for is a resort Island but whether or not there are any " local rates" I do not know. I'd love them, too!

Your nearest resort to Male is Kurumba and it would suit you down to the ground, I reckon, because there is lots to do there as well as relax plus it is only 15 mins speedboat ride from Male airport. Best contact the resort to see if they have any such deals on but here in the UK the favoured way to book is via a specialist agent eg Purely Maldives, Magic of Maldives, Simply Maldives etc. who deal with international clients and are competitive and reliable.

I am sure if anyone knows the answer to your question they will be along to advise.

If you're based in Male, then on facebook there are groups for expats where local resorts advertise party nights, cruises, excursions etc. That might be worth investigating.

I am sure I have seen Cinnamon group post expat / local rates but not 100% sure.

When my friends and I were looking in 2011 we found a few, but it obviously may have changed since then!

Bandos, Biyadhoo, Kurumba, Makunudu used to offer cheaper rates for Maldives residents with a work visa. Best to email/call them directly and if there's any resorts you specifically fancy, I would just email and ask! There's probably others, but we just went for the cheap and close resorts as we figured the expat rates would be cheapest there.
