Pension Batha is fine if you're on a rock-bottom budget.

In that price range, the two best hotels in Fes are Splendid and Hotel de la Paix. Both OK but nothing special, and not in the medina.
The Pension Batha is half your budget and inside the medina, so maybe it's a good choice. Also check out Hotel Lamrani.

2 traditional places to stay in the medina are
Dar El Hana which I highly recommend and has one room at Dh 400
Dar Bouanania is the same price range

I agree, Dar El Hana is really lovely and inexpensive. The owner is Josephine - moroccangetaway@gmail.com. She has one room at Dh400 for one person.
Pension Dar Bouanania is also pleasant and has even lower prices if you don't mind sharing a bathroom. Their phone number is +212 (0) 35 637 282 but they don't have an email or website yet.
These are nicer than Pension Batha, and the other places, as dysfunctional says, are not in the medina.

I am travelling in december to morocco and I have a few questions. Does anyone know anything about Hotel erraha or hotel lamrani? I am trying to spend about $20 US a night as I am travelling for a month. I was also wanting to know how difficult it would be to book a train from tanger to Fes? I will get to Morocco at about 10am and will land in tanger. From what I have read tanger does not sound like a great place to stay too long. Any help would be appreciated.
